The photos on my PC all have the 'correct' (ie date taken) info on them but it seems to be an EXIF issue where the phone is either not recognising/reading the date stamps on these photos correctly, and is just making the transfer date the 'date taken'. Until yesterday I was using the "Upload" at the upper right of my Google Photos Albums page. (I am in the process of transferring photos from Flickr to Google.) I have been downloading from Flickr one album at a time to a desktop folder on my Mac. Then, uploading from the folder to Google Photos as described above.
